Fletcher EQR
Given the amount of damage inflicted by the earthquake, EQC established the Project Management Office, referred to as Fletcher EQR (for Earthquake Recovery), and appointed Fletcher Construction to run it. The PMO’s mandate also covers damage caused by subsequent earthquakes or aftershocks.
Fletcher EQR is operated from a central office based in Christchurch, with localised Hub office construction teams based in the community.
Fletcher EQR is managing repairs to houses where the damage has been assessed at between $10,000 and $100,000 plus GST. Based on present indications it is likely that around 100,000 claims will be assigned to it on that basis.
Fletcher Construction is not carrying out the repair or building work itself. This is being done by independent contractors who have completed our accreditation process, which takes account of professional and trade qualifications, experience and other factors to ensure that appropriate standards are maintained.
Hub offices
Fletcher EQR now has 20 Hub offices in communities affected by the earthquakes, in the five council areas of: Christchurch, Selwyn, Waimakariri, Hurunui and Ashburton.
Contract Supervisors based at the Hubs are the primary contacts for affected homeowners and the contractors appointed to undertake the work. In addition, Hubs house Community Liaison Officers who provide assistance to homeowners, and provide a place for council officers, consultants and community and government service groups to work from.
Work in progress
Like many other buildings in Lyttelton, this house was jolted off its footings by the February 2011 earthquake.
Foreshore Building Limited, who managed the remedial work, have devised a method of sliding houses back onto their foundations. The system is particular effective in areas such as Lyttelton where many of the damaged buildings are on hillsides and access for heavy machinery is difficult.
Utilising their cost-effective system the team, including works manager Richard Prue, builder Aaron McGuire and hammerhand John Harris, moved the house back into position.
At this Rolleston home, the earthquake damage was superficial.
Glubb Painting & Decorating Limited managed the contract for the remedial work.
There were cracks through the plasterboard walls and ceilings and in the corners and edges of the rooms. A team from subcontractor Paint IQ, including painters Jermaine Cooper and Richard Besley, filled the cracks and carried out the complete interior repaint.
The earthquake damage at this Lincoln house included a toppled chimney and extensive damage to the outside walls.
Goodlife Homes Limited managed the remedial contract. Foreman Kane Crossen and builder Dan Clark were part of the team that carried out the repair work. The area around the chimney was rebuilt and the exterior was clad in weatherboards.
Extensive repairs were carried out inside where there were numerous popped nails in the ceilings and walls.
